Borates face tightening regulatory scrutiny globally. Under EU REACH, boric acid is listed as a Substance of Very High Concern (SVHC), and sodium borates can degrade to boric acid in the environment, drawing similar attention. This affects anhydrous borax used in detergents, cosmetics, and fertilizers, where formulators must justify its use or seek alternatives. In China, food-grade misuse of borax is banned due to toxicity — ingestion of 1-3 grams can cause poisoning in adults — which keeps regulatory pressure high on any food-contact applications. However, industrial uses in glass, ceramics, metallurgy, and flame retardants remain largely unrestricted. Exporters to Europe must monitor SVHC listing updates, as communication obligations along the supply chain add compliance costs. For Chinese producers, domestic environmental rules on boron waste disposal and energy consumption in dehydration processes also influence production costs and capacity utilization.
