On March 23, the Russian government website announced that Russia and Vietnam signed an intergovernmental agreement on cooperating to build Vietnam's first nuclear power plant. Russian Prime Minister Mikhail Mishustin and visiting Vietnamese Prime Minister Pham Minh Chinh attended the signing ceremony in Moscow.
According to disclosures from Rosatom, the agreement involves plans to construct two VVER-1200 nuclear power units with a total installed capacity of 2,400 megawatts at the Ninh Thuan 1 nuclear power plant in Vietnam. Mishustin stated that the construction of this nuclear power plant will provide strong momentum for the development of cooperation between the two sides in related fields.
Under the original plan, the Ninh Thuan nuclear power project included two nuclear power plants, to be built in cooperation with Rosatom and Japan Atomic Power Development Corporation, respectively. However, Vietnam decided to suspend the nuclear power plant project in 2016. During Mishustin’s visit to Vietnam in 2025, the two countries signed a memorandum of understanding on cooperation in nuclear energy development. Russia plans to provide nuclear energy products to Vietnam and assist in restarting the nuclear power plant project.
