China's yellow phosphorus supply is structurally capped by a combination of resource, energy, and policy constraints. The sector is highly energy-intensive, consuming 13,000-15,000 kWh per tonne, with electricity accounting for 40-50% of production costs. This ties output to hydropower availability in Yunnan, Sichuan, Guizhou, and Hubei, creating a pronounced seasonal pattern. During the dry season from October to April, hydropower output in Yunnan can fall below 50%, forcing plant shutdowns. Policy adds another layer of rigidity: the 14th Five-Year Plan mandates capacity replacement for any new yellow phosphorus projects, and the 2024 Industrial Structure Adjustment Guide classifies furnaces below 5,000 tonnes per year as obsolete. Energy efficiency standards require 30% of capacity to reach benchmark levels by 2025. These factors keep industry-wide operating rates below 70% despite rising downstream demand.
