How is China's PVA capacity expansion reshaping global supply?
Sinopec Chongqing Chuanwei Chemical has started up a 50,000 t/y specialty PVA unit, lifting its total capacity to 210,000 t/y and making it the world's largest single-site producer of high-end PVA. This surpasses Japan's Kuraray and marks a shift of the global PVA industry center toward China. The new unit uses domestically developed alcoholysis and precision purification technology, eliminating reliance on overseas licensing. It can produce over 100 differentiated grades targeting optical films, polarizers, photovoltaic films, and pharmaceutical applications—segments previously dominated by Japanese suppliers. The project also addresses a critical bottleneck: PVA dispersants for PVC production, where China holds 60% of global capacity but historically imported high-end dispersants. Domestic logistics advantages (3-day delivery versus 30+ days for imports) further strengthen the import substitution case.

The industry's historical peak margin reached 20%, with an average of 10% from 2018-2026—already outperforming most base chemicals. The key differentiator now is not volume but the ability to consistently hit 99.5%+ purity for demanding optical and medical applications.
