On March 18, Iran's Mehr News Agency reported that the Islamic Revolutionary Guard Corps of Iran issued an urgent warning that day, stating that the oil facilities of Saudi Arabia, the United Arab Emirates, and Qatar have become "legitimate targets for attack."

The Islamic Revolutionary Guard Corps of Iran issued a statement declaring that Saudi Arabia's Samref Refinery and Jubail Petrochemical Complex, the UAE's Al Hosn Gas Field, Qatar's Mesaieed Petrochemical Complex and Ras Laffan Refinery (Phases 1 and 2), as well as Mesaieed Holding Company, are now "legitimate targets for attack." These facilities are expected to be struck within the coming hours, and residents in the surrounding areas are advised to evacuate to safe zones as soon as possible.

The statement further noted that repeated and clear warnings had previously been issued to the relevant countries. "However, they have chosen to continue down the path of blind obedience, making decisions imposed from abroad that do not reflect the will of their own people. Therefore, they will bear full responsibility for all consequences arising from this."
