According to a report on March 25 by the website of Singapore's Lianhe Zaobao, Iran stated in a note to the United Nations Security Council and the International Maritime Organization (IMO) that "non-hostile ships" can pass through the Strait of Hormuz after coordinating with Iranian authorities. Reuters saw this note on March 24, which was sent by the Iranian Ministry of Foreign Affairs on the 22nd to the 15 member states of the Security Council and UN Secretary-General Guterres. The note was circulated among the 176 member states of the IMO on the 24th. The note stated: "Non-hostile ships, including those belonging to or associated with other countries, as long as they do not participate in or support aggressive actions against Iran and fully comply with the announced security regulations, can safely pass through the Strait of Hormuz after coordinating with the competent Iranian authorities." The note also said that Iran has "taken necessary and proportionate measures to prevent aggressors and their supporters from using the Strait of Hormuz to advance hostile actions against Iran," and pointed out that ships, equipment, or any assets belonging to the United States or Israel, "as well as other parties involved in aggression, are not eligible for innocent or non-hostile passage."
