Recently, the Department of Ecology and Environment of Ningxia Hui Autonomous Region officially issued a public notice, accepting the environmental impact assessment report for the 100,000 tons/year HDI and 180,000 tons/year phosgene expansion and renovation project (Phase I) of Ningxia Ruitai Technology Co., Ltd. This marks a critical milestone in the preliminary approval process for this high-end chemical new materials project. According to the disclosed environmental assessment documents, the overall planned scale of the project is substantial. Upon completion, it will achieve an annual production capacity of 100,000 tons of HDI, 100,000 tons of HDI trimer, and 180,000 tons of phosgene, with a by-product of 290,000 tons/year of 30% hydrochloric acid. The project will be implemented in phases, with the current environmental assessment acceptance stage focusing on Phase I. The core objective of this phase is to expand the existing phosgene production capacity from 30,000 tons/year to 50,000 tons/year, laying the raw material foundation for the subsequent construction of the main facilities.

HDI (hexamethylene diisocyanate) is a core raw material in the high-end polyurethane sector, widely used in automotive coatings, industrial corrosion protection, aerospace, and other high-end applications. It is a specialty chemical with high technical barriers.
