The Ministry of Commerce of the People's Republic of China (hereinafter referred to as the "Ministry of Commerce") received an anti-dumping investigation application formally submitted by Tangshan Sanfu Electronic Materials Co., Ltd. (hereinafter referred to as the "Applicant") on behalf of the domestic dichlorosilane industry on December 8, 2025. The Applicant requested an anti-dumping investigation into imports of dichlorosilane originating from Japan. In accordance with the relevant provisions of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce reviewed the qualifications of the Applicant, the relevant circumstances of the product under investigation, the relevant circumstances of the like product in China, the impact of the product under investigation on the domestic industry, and the relevant circumstances of the country under investigation. Based on the evidence provided by the Applicant and the preliminary review by the Ministry of Commerce, the output of dichlorosilane by the Applicant complies with the provisions of Articles 11 and 13 of the Anti-Dumping Regulations of the People's Republic of China regarding applications for anti-dumping investigations by the domestic industry. Furthermore, the application contains the content and relevant evidence required for initiating an anti-dumping investigation as stipulated in Articles 14 and 15 of the Anti-Dumping Regulations of the People's Republic of China. Based on the above review results and in accordance with Article 16 of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce has decided to initiate an anti-dumping investigation into imports of dichlorosilane originating from Japan, effective January 7, 2026. The relevant matters are hereby announced as follows:
I. Initiation of Investigation and Investigation Period
From the date of this announcement, the Ministry of Commerce initiates an anti-dumping investigation into imports of dichlorosilane originating from Japan. The dumping investigation period determined for this investigation is from July 1, 2024, to June 30, 2025. The injury investigation period is from January 1, 2022, to June 30, 2025.
II. Product Under Investigation and Scope of Investigation
Scope of Investigation: Imports of dichlorosilane originating from Japan.
Name of the Product Under Investigation: Dichlorosilane, also known as dichlorosilane, dichloromonosilane, etc.
English Name: Dichlorosilane (abbreviated as DCS)
Chemical Molecular Formula: SiH₂Cl₂
Structural Formula:
Physical and Chemical Characteristics: Dichlorosilane is a colorless, flammable, toxic gas with a characteristic odor under normal temperature and pressure. It is soluble in organic solvents such as benzene and diethyl ether, with a purity greater than 99%.
Main Uses: Dichlorosilane is primarily used in thin-film deposition during chip manufacturing (e.g., epitaxial films, silicon carbide films, silicon nitride films, silicon oxide films, and polysilicon films) for producing logic chips, memory chips, analog chips, and other types of chips. It can also be used in synthesizing silicon-based precursors and polysilazanes.
The product is classified under Import and Export Tariff of the People's Republic of China: 28539090. Other products under this tariff code are not within the scope of this investigation.
III. Registration to Participate in the Investigation
Interested parties shall register with the Bureau of Trade Remedy Investigations of the Ministry of Commerce to participate in this anti-dumping investigation within 20 days from the date of this announcement. Interested parties participating in the investigation shall provide explanatory materials in accordance with the Reference Format for Registration to Participate in the Investigation, including basic identity information, the quantity and value of exports to China or imports of the product under investigation in this case, the quantity and value of production and sales of the like product, and information on affiliations. The Reference Format for Registration to Participate in the Investigation can be downloaded from the sub-website of the Bureau of Trade Remedy Investigations on the Ministry of Commerce website.
Interested parties registering to participate in this anti-dumping investigation shall submit the electronic version via the "Trade Remedy Investigation Information Platform" (https://etrb.mofcom.gov.cn) and, as required by the Ministry of Commerce, simultaneously submit a written version. The content of the electronic and written versions shall be identical, and their formats shall be consistent.
Interested parties referred to in this announcement are individuals and organizations as defined in Article 19 of the Anti-Dumping Regulations of the People's Republic of China.
IV. Access to Public Information
Interested parties may download the non-confidential version of the application submitted by the Applicant in this case from the sub-website of the Bureau of Trade Remedy Investigations on the Ministry of Commerce website or visit the Trade Remedy Public Information Reading Room of the Ministry of Commerce (Tel: 0086-10-65197878) to search, read, transcribe, and copy it. During the investigation process, interested parties may inquire about public case information through the relevant website or visit the Trade Remedy Public Information Reading Room of the Ministry of Commerce to search, read, transcribe, and copy public case information.
V. Comments on the Initiation
Interested parties wishing to comment on the product scope of this investigation, the qualifications of the Applicant, the country under investigation, and other related issues may submit written comments to the Bureau of Trade Remedy Investigations of the Ministry of Commerce within 20 days from the date of this announcement.
VI. Investigation Methods
In accordance with Article 20 of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce may employ methods such as questionnaires, sampling, hearings, and on-site verification to gather information from relevant interested parties and conduct the investigation.
To obtain the information necessary for this investigation, the Ministry of Commerce will typically issue questionnaires to interested parties within 10 working days from the deadline for registration to participate in the investigation as specified in this announcement. Interested parties may download the questionnaires from the sub-website of the Bureau of Trade Remedy Investigations on the Ministry of Commerce website.
The Questionnaire for Foreign Exporters or Producers in the Dichlorosilane Anti-dumping Case requests information including the company's structure and operations, the product under investigation, export sales to China, domestic sales, operational and financial information, production costs and related expenses, estimated dumping margin, and a checklist.
The Questionnaire for Domestic Producers in the Dichlorosilane Anti-dumping Case requests information including basic company information, details of the domestic like product, operational and related information, financial and related information, and other issues requiring explanation.
The Questionnaire for Domestic Importers in the Dichlorosilane Anti-dumping Case requests information including basic company information and trade and related information of the product under investigation.
Interested parties shall submit complete and accurate responses within the specified time. Responses shall include all information required by the questionnaire.
VII. Submission and Handling of Information
Interested parties submitting comments, questionnaire responses, etc., during the investigation process shall submit the electronic version via the "Trade Remedy Investigation Information Platform" (https://etrb.mofcom.gov.cn) and, as required by the Ministry of Commerce, simultaneously submit a written version. The content of the electronic and written versions shall be identical, and their formats shall be consistent.
If the information submitted by interested parties to the Ministry of Commerce requires confidentiality, they may request confidential treatment of the relevant information from the Ministry of Commerce and state the reasons. If the Ministry of Commerce agrees to the request, the interested party applying for confidentiality shall simultaneously provide a non-confidential summary of the confidential information. The non-confidential summary shall contain sufficient meaningful information to allow other interested parties to reasonably understand the confidential information. If a non-confidential summary cannot be provided, reasons must be stated. If interested parties submit information without indicating the need for confidentiality, the Ministry of Commerce will treat such information as public.
VIII. Consequences of Non-cooperation
In accordance with Article 21 of the Anti-Dumping Regulations of the People's Republic of China, interested parties shall truthfully report circumstances and provide relevant materials during the Ministry of Commerce's investigation. If an interested party does not truthfully report circumstances, provide relevant materials, fails to provide necessary information within a reasonable time, or otherwise seriously impedes the investigation, the Ministry of Commerce may make a determination based on facts already obtained and the best information available.
IX. Investigation Duration
This investigation commences on January 7, 2026, and should normally be concluded before January 7, 2027. Under special circumstances, it may be extended by six months.
