Notice of the Comprehensive Department of the National Mine Safety Administration on Issuing the Guidelines for Intelligent Construction of Metal and Non-metal Mines (2025 Edition)

To the Emergency Management Departments (Bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps; the provincial bureaus of the National Mine Safety Administration; and relevant central enterprises:

In order to thoroughly implement the Opinions of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Further Strengthening Mine Safety Production Work, and to scientifically and standardly guide the intelligent construction of metal and non-metal mines, the National Mine Safety Administration has organized the compilation of the Guidelines for Intelligent Construction of Metal and non-metal Mines. These guidelines are now issued, and the following requirements are proposed for effectively utilizing them to advance the intelligent construction of mines:

  1. Adhere to Seeking Truth from Facts. Fully consider the basic conditions of the mine and the capabilities of technical equipment, scientifically formulate the overall plan and objectives for mine intelligent construction, explore practical and effective construction models with a "one mine, one policy" approach, and avoid a "one-size-fits-all" approach.
  2. Adhere to Classification and Grading. Scientifically classify mines based on factors such as the mineral being extracted, production scale, service life, mining conditions, hazard characteristics, and mining methods. Establish an intelligent grading evaluation system to achieve classified construction and graded advancement.
  3. Adhere to Focusing on Key Points. Prioritize mines with severe hazards, high-altitude mines, and mines that have experienced significant or major accidents. Develop timetables and roadmaps for their intelligent construction and advance implementation in a planned and step-by-step manner.
  4. Adhere to Innovation-Driven Development. Guide mines to base their efforts on actual conditions, introduce new intelligent technologies, processes, and equipment according to the principle of "demand-oriented + moderately advanced," upgrade existing technical equipment, and explore new models of intelligent management.
  5. Adhere to Consolidating Responsibilities. Urge mines to establish a responsibility system for intelligent construction, scientifically formulate and strictly implement intelligent construction plans, improve mechanisms for evaluation and analysis, incentives and constraints, operation and maintenance guarantees, and promote the normalized operation of intelligent systems and equipment.
  6. Adhere to Policy Guidance. Provide necessary policy support in areas such as funding, projects, technology, taxation, and talent. Actively cultivate advanced models to drive development from point to area.
