On January 7, the Yangpu Economic Development Zone issued a public notice, disclosing the full text of the Environmental Impact Assessment Report and the Public Participation Statement for the Crude Oil Adaptability Retrofit Project of Sinopec Hainan Refining and Chemical Co., Ltd. This project is a technical renovation initiative, located within the existing refinery area of Hainan Refining and Chemical. The core objective of the project is to increase the crude oil sulfur tolerance from 1.0 wt% to 1.5 wt%. Specifically, material upgrades and adaptability retrofits will be carried out on six units: atmospheric and vacuum distillation, residue hydrotreating, No. 1 hydrocracking, desulfurization and mercaptan removal, sour water stripping, and solvent regeneration. Among these, the sour water stripping unit will add a new non-hydrogenated sour water stripping unit (C-series) with a design capacity of 80 t/h, while the solvent regeneration unit will be equipped with a new 250 t/h desulfurization II solvent regeneration unit (C-series). The supporting utilities, storage and transportation facilities, and auxiliary systems will rely on the existing resources within the plant area. According to the public notice, the total investment for the project amounts to 683.65 million yuan, with a construction period of one year. Upon completion, the annual operating time is expected to be 8,400 hours. The implementation of the project will further enhance the flexibility and adaptability of Hainan Refining and Chemical's crude oil processing capabilities, improving the stability and environmental performance of the units.
