On January 4, 2026, the National Tariff Commission of Pakistan issued the latest announcement regarding Case No. ADC70, making an affirmative preliminary anti-dumping determination on Pure Terephthalic Acid originating from China. The preliminary decision imposes provisional anti-dumping duties on the subject products. Specifically, the duty rate for the producer INEOS Zhuhai Chemical Co., Ltd. and its exporter INEOS Aromatics Asia Limited (Hong Kong, China) is set at 2.63%, while the duty rate for the exporter Zhejiang Dushan Energy Co., Limited and all other Chinese producers/exporters is set at 9.50%. The measures take effect from the date of the announcement and are valid for four months. The subject products fall under Pakistan's tariff code 2917.3610. The measures exclude Pure Terephthalic Acid used solely as raw material for Pakistan's export products, as well as Pure Terephthalic Acid required for foreign donation aid projects and other tariff-exempted projects. The final determination is expected to be issued within 180 days from the date of the preliminary determination announcement. On August 16, 2025, Pakistan initiated an anti-dumping investigation into Pure Terephthalic Acid originating from China. The dumping investigation period covers April 1, 2024, to March 31, 2025, while the injury investigation period spans from April 1, 2022, to March 31, 2025.
