Latest Progress of Juhua Group's High-Performance Fluorine-Chlorine New Materials Project

On December 31, the Gansu Provincial Department of Ecology and Environment issued an announcement regarding the approval decision on the environmental impact assessment documents for the High-Performance Fluorine-Chlorine New Materials Integrated Enhancement Project of Gansu Juhua New Materials Co., Ltd. The project details are as follows:

Project Name: High-Performance Fluorine-Chlorine New Materials Integrated Enhancement Project of Gansu Juhua New Materials Co., Ltd.
Construction Unit: Gansu Juhua New Materials Co., Ltd.
Construction Location: Old Urban Chemical Industrial Park, Yumen Economic Development Zone
Project Nature: New Construction (based on the project credit filing certificate)
Land Area: 8,118.13 mu (541.22 hectares) (within the existing plant area, no additional land acquisition)
Project Investment: Total investment of 2,016.4558 million yuan

Construction Content:
(1) HFP Plant: Primarily involves the addition of 2 reactors and modifications to existing HFP equipment, increasing hexafluoropropylene (HFP) production capacity by 21,000 t/a. Upon project completion, the total HFP production capacity of the plant will reach 50,000 t/a. A portion of the newly added HFP will be supplied to the H-yf plant, with the surplus (14,000 t/a) being sold as a product.

(2) H-yf Plant: Construction of 2 new units to achieve an annual production capacity of 20,000 tons of 2,3,3,3-tetrafluoropropene (1234yf). This unit adopts the process route of hexafluoropropylene (HFP) → pentafluoropropane (R245eb) → 2,3,3,3-tetrafluoropropene (1234yf). Upon project implementation, the company will discontinue the production of the third-generation refrigerant pentafluoropropane (R245eb) and extend the industrial chain to develop the fourth-generation refrigerant 2,3,3,3-tetrafluoropropene (1234yf).

(3) T-yf Plant: Addition of 2 new units to achieve an annual production capacity of 15,000 tons of 2,3,3,3-tetrafluoropropene (1234yf). This unit adopts the process route of carbon tetrachloride → tetrachloropropane → 2,3,3,3-tetrafluoropropene (1234yf). The carbon tetrachloride feedstock is sourced from the existing methyl chloride plant.

(4) Methyl Chloride Plant: Addition of 3 new units to achieve an annual production capacity of 100,000 tons of methyl chloride, addressing the growing market demand gap for methyl chloride.

(5) Sulfuric Acid Plant: Based on market research, the sulfuric acid production capacity in the Jiujuan region is already sufficient to meet the company's sulfuric acid requirements. Therefore, the company plans to cancel the construction of the sulfur-based sulfuric acid plant. After project implementation, the required sulfuric acid will be procured externally.

(6) Environmental Protection Facilities: As the design progresses and becomes more detailed, the company intends to optimize and adjust the treatment capacity and processes of the hazardous waste incineration unit and wastewater treatment station outlined in the original environmental impact assessment, based on the wastewater, high-fluorine and high-chlorine waste gas, and waste liquid generation from each unit. Additionally, a waste antimony-containing catalyst pretreatment unit will be added to treat the waste catalyst (antimony pentachloride) from the existing R22 plant, thereby mitigating certain risk characteristics.
